Can you involuntarily commit someone into a drug rehab center?

My father is very deep into drugs and I know what I can do about it. you can not involuntarily commit someone (even an observation of 24) unless they are threats to harm or kill themselves or someone else is only possible if it threatens to hurt yourself or others is called the 51/50 rule.
